If you see a spark (glows) you have a good ignition coil.

Will this work on glow plugs?

It will test glow plugs......once. lol no this is not for glow plugs

does the ammount of light emitted from bulb signify weak or strong ignition ? should it be real bright?

It depends on the ignition system on the vehicle being tested. A lawn mower my emmitt a lesser light than an auto ignition. A full light may indicate a weak coil pack however when checking multiple plugs.

Is this good for an outboard

Yes. I have used it on many things and believe it will work on anything with a spark plug.
