What is the hard shell made out of and does it wear and or scratch easily?

Some type plastic which is cheap - look elsewhere.

Is it stormproof and mudproof?

It comes with a rain cover. However I have not used it, and I go to Baja Mexico with race teams, and this backpack as protected my gear from dust, mud, dirt and rain during three, week+ long trips.

How is the base of the bag? does it also have a hard shell like the front panels? is the base similar to the case logic slrc-206? thank you!

No, the base does not have a hard shell like the front and top panels. Pls. look again on the advertised pictures that show the front, the side, the back and the base. The materials are strong enough to carry a "ton" lol.
