It IS a lower noise blower than other dryers because the blowing itself is less of a blow, even on HIGH. The drying seems to have more to do with the coils that glow... infrared? I dunno. I just know that it's a great dryer! I don't get hot & sweaty drying my hair, even on high blow, high heat, as it doesn't FEEL hot. Yet my fine hair has body and volume like never before. Love it!

Short curly bob(3a/3b) with lots of volume. Will the diffuser also help with frizz control?

Yes. I have curly hair and live in Florida and I always used the diffuser and my curls were not frizzy. The low setting burned out on my dryer in less than a year though so that is worth considering.
