Yes. Lubing the knot prior to pulling it tight prevents friction that may damage the line. Highly recommended practice for mono and fluorocarbon line.

Will this line @ 17lbs be able to handle 13-24lb salmon & steelhead?

Yes it will . I have landed a 23 lb striper on 10lb Vanish Fluorocarbon. Strong line.

I have not found any problems with the Berkley Vanish Fluorocarbon 8lbs line, A good knot strength, cast well, the snoods length tend not to curl up like a lot of other fluorocarbon line I have tried and on the plus side it’s a large 2000 yards spool
