Does this bring flat tennis balls back to pressure, or just keep balls at pressure while in storage?

I've found it can restore semi-flat balls. If they are completely flat, like you can squish them with almost no force, then no, it won't work. If they are semi flat so there is still some life left, but they're clearly not what they were when they were now, then this can work. It can take several weeks and helps if you store the canister somewhere warm. You can reduce the time it takes by increasing the air pressure insdie, putting some rubber bands at the bottom of the can works. It can also help to unscrew the top and retighten it every week while you wait for them to refill.

Question 2

Do any of these type of products come with a pressure gauge so you can be sure it actually works/the pressure doesn't bleed down?

Not that I know of.  But you can test the pressure level inside the chamber by placing the bigger end on the level ground and press the smaller end down at the same time feeling how much resistance you have to push on it to completely press it down.  Try it on a fresh squeezed chamber and an older one to feel the different and determine how much  air bled out. - assuming you chamber works properly.  If your unit has an air leak; the different between fresh and old is small or none.  You can also feel the suction resistance when you twist to take the balls out.  You can also test your chamber by listening for air leaks while twisting the chamber parts together or apart.  If it leaks, remove the seal; clean all seal-contacting surfaces and lubricate with WD40; fit the seal and try again.  If this does not fix it; the unit is defected.  Good luck

Just bought the product that comes with 2 o-rings. Where do i place the o-ring? Place 1 or 2?

You put both O rings on.  The first O ring goes up on top.  The second O ring has a space for it just about the grooves that you screw the two pieces together.

Question 4

My tourna restore tennis ball pressurizer gets stuck before the top gets to the pressure gauge lines. any suggestions to prevent this?

All I can say is that I have been immersing the section with the rubber ring in water which also helps the seal. Next time I'm going to add either oil around the seal or more likely, WD-40.
