Can this pad be used in a rotary machine?

It does work for a rotary machine, we have tried and the pad gets clogged with compound or polish.... the fibers will lay flat rendering it useless. Meguiers makes other foam pads that work much better for rotary machines

Will 5" backing plate fit the meguire's da polisher model g110v2?

This is the replacement for for thew old W series of backing plates . This will fit into any DA Polisher

Would this fit a Harbor freight DA polisher?

Yes it will. It has 5/16" threads and will fit on their DA Long Throw Polisher.

Should I buy the 6" Meguiars pads for this 5" packing plate? I would think a little overhang is good. Or is the 5" good and have some overlap on sides

I would go with the 5 1/2" pads. The ones I use and have had great success with are these: Orange Light Cutting CCS Smart PadsTM Da 5.5 Inch Foam Pads -3 Pack. These are made by Lake Country and available on Amazon.
