Could I connect a 3.5in touchscreen and a raspberry pi camera splitter to this at the same time?

No. This only connects to the 40 pin connector. It does not connect to the camera connector.

If i use a mmdvm board on the 40 pins on the raspberry pi, where can i get the 5v for the fan?

I bought a RAS-GP02 from Micro Connectors (gpio extender, with two sets of pins); just $8.49 on Amazon. I have a Gert VGA666 board using one set of 40 pins, and on the alternate set of pins my fan uses pin 4 for 5V power, and pin 6 for ground.

I received the aluminum case as a gift. But when assembled, my pi wont boot. Could there be a short created by the metal case contacting the board?

Always possible. Try it out of the case. If it works, you may have an issue.
