Can I use the 1/2" pin for my 2" receiver (class3)? My Maxxhaul bike rack is threaded, so the 5/8" pin thats meant for the 2" receiver will not go in.

One can use the 1/2" pin in a class 3-5 receiver hitch, assuming your rack is the 1 1/4" variety and you use the proper sleeve in said hitch to adapt 1 1/4" to 2"

You should get 2 pins. 1 - 5/8" and 1 - 3/4". The lock will work on either one.
