Is this plywood or just un-processed wood?

I'm not positive but I think it is plywood, or wood of some sort. It has a smooth surface.

Has anyone used heat transfer vinyl on them?

I haven’t used heat transfer vinyl but I have used rub on transfers and decals. The discs were painted with acrylic prior and then sealed with a clear glaze after application of the vinyl transfers. All worked beautifully

Are these exactly 3” wide or are they slightly smaller? I need them to be exactly 3”. Would really appreciate an exact measurement. Thanks!

I don’t have one to measure because I used all mine. However, I’m almost positive they were. I had no issues with the diameter compared to other ones I used that were 3” wide.

Can you stick paper on it?

If you are talking about the cricut vinyl paper, yes, I have been using them for ornaments. Regular paper I have not tried.
