It’s a gel cream with a consistency closer to cream.

What is the full ingredient list?

While I don’t know the exact answer, u could tell you that being a European product it’s bound to be safe, Europe had banned over 1400 harmful, not safe chemical ingredients from all beauty products, unlike the U.S. that has banned approximately 15 ingredients and allows companies to do ANY safety claims on their own products, while they’re not safe at all. Maybe you should contact the company itself and get a full list of ingredients. Good luck
