Is this product on wires (that have not been compromised) where the outside plastic coating has been damaged, like a computer power cable?

Would work well to repair wire coatings that have been compromised. May require multiple applications to build up the desired thickness allowing dry time between applications. Works great!

If I used a different brush than supplied to apply this, what would I use to clean off the brush? Thank you for your time and assistance.

I am not aware of anything that would clean the brush. This is not paint. I would get an inexpensive throw-away brush and be done with it.

I need to drill a hole in the back of my car to run a wire through, behind the license plate. Will this prevent the elements from getting inside the car?

You want to use a cable grommet, if you buy one thats already has a hole make sure it just a little smaller than the wire/cable you are using so it gets a good seal. You can buy them that doesn't already have a hole, again make sure that when you put a hole in it that its a little smaller than the wire. Keep in mind you have a outer diameter that you will size correctly for the grommet to fit in, and an inner diameter for the size cable/ wire .

Insulates well

A relay in the AC was sparking coz the plastic crimp cover was damaged. I covered the plastic with insulation tape and it was still sparking (but less) because the bottome of the relay terminal was exposed. I put 3 coats of this and it stopped sparking completely. Had to apply it with a Qtip - the brush is too huge for small areas where u want to avoid other terminals.
