Can this act as a dhcp server?

Yes, when you set up your site you will want to use the option "An Instant On will be connected directly to a modem supplied by your internet provider ISP and it will be your primary WiFi router" option. The AP will then act as a DHCP server. After you are set up you can change the DHCP settings under Connectivity in devices including the base IP address and subnet mask as well as reserve an IP address(s).

Does this support built in guest wifi that blocks lan access?

Yes. You can create an isolated guest network that only has internet access.
