One time. You don't have to use tip. Just squirt into container and mix it with stick or nail.

can you paint over this? or apply gel coat?

Yes, you can fair it, gel coat, barrier coat and anti fouling. It’s just epoxy, but a bit flexible.

Will this stick to textured soft vinyl?

“Will it stick” is a very hard question to answer. The answer I’m sure is “yes” BUT the real question is “Will it hold”. I would hesitate to use this product for application with vinyl. I don’t know your specific goal, but I was thinking maybe wood to vinyl. If so, I wouldn’t think twice about a good 5min epoxy that clearly specifys “wood” and “vinyl” as applications. This product works incredible for wood applications, but I can’t swear to it for vinyl. My best guess it that the chemical properties aren’t flexible enough for vinyl and it would crack.
