No, it is not. Polarizer camera filters are used mostly to darken skies on a sunny day -- not to darken the sun. If you're planning to photograph a solar eclipse, you'd do best by getting a special camera lens "solar filter," which will probably set you back $100 or so. You could also get a filter made for a telescope and just hold it over the front of your camera lens to protect it when photographing the sun. When the sun is totally eclipsed you don't need -- or want -- a filter. But once the total phase of the eclipse begins to end and the sunlight starts breaking out, you'll need to quickly put the solar filter back on for protection.
