As far as I know there are four different sets each with different colors. Scroll down into description to get a look at the listed colors.

Are these different than using their regular underglazes and watering them down?

I have used both together on pieces. Both have pigmentss in them for color, but the colors are not the same for each other. You have to coat more with water color set than with regular underglazes. Watering down the water color makes weak color out of them or washes them out. I don't know about watering down underglazes at all.
