What size should I get for my 9 mo old

All three of my young children have worn this shoe. They run 1 whole size big. A 9 mo old probably wears a 2, maybe a 3, but it depends on the kid.

Are these a Leather like material or canvas?

The ones that say white leather are leather. The black or grey ones that say canvas are canvas.

Are there any shoes like this for woman? I'd love to have a pair to match my daughter
