Can the arm swivel so that the mirror turns 90 degrees to the wall it is installed on?

Yes, there are 4 swivels on the mirror to allow it to be turned in any direction. The picture shows 2 of them. There are 2 more close to back of mirror for movement left to right and up and down. I love mine.

when not in use does it lay flat against the wall?

Yes it does The mirror itself lies less than an inch from the wall as the articulating arms rest flush against wall.

is this the mirror found in Sheraton hotels?

I purchased this mirror because I saw it at the Four Points Sheraton Hotel in San Jose, CA.

How does this mirror afix to wall?

It comes with some screws and plastic anchors that can be plugged into wallboard. If the mounting location is on wood or similar material, just drill small holes and use the screws without the anchor plugs. Mine is screwed directly onto the side of a wood-framed bathroom cabinet.
