Does this dryer have a downward airflow?

It does not blow your hair all over your head if that is your concern. My Wash N Go keeps it's shape with this dryer.

does the hood have variable angle settings

It does go up and down to adjust to the height that you need. It has 3 main setting but it does not have different angle setting. I love this dryer it works great and get super hot. The hood moves around side to side. Hope this helps.

does this dryer blow cold air as well or just hot ?

The dryer is what you experience in a saloon. It get hot on high and warm to semi cool on low. This is the best dryer I’ve ever purchased. You’ll not regret investing in one.

How many decibels is this? How loud is it?

Not sure about the decibels but I can tell you that it is pretty loud when you are sitting under it... definitely louder than a regular salon hairdryer
