Can I plug a solar charger into this without a charge controller

Yes you can connect with 18v solar panel (normally some people call it 12v) directly with our battery without controller,because there is pcm inside our battery to prevent battery be overcharged.

Can it provide 5V output while charging on 12V input at the same time?

Yes. I have 3 used as a ups for my 3 Google home wifi nodes. According to Google the wifi nodes require 1.9 amps at 5 volts. The TalentCell battery outputs 2.0 amps at 5 volts. The trick is to make sure the ac power supply puts out a bit more than what you are powering so the battery does not discharge and can charge back up after power is restored. They been in use for about 7 months now without a problem.

Do i need to put this in the “on” position when charging it? i know i need to for your older li ion products, but this one did not say.
