There is no API, if you want to write your own software, please refer to grbl.

Can i control the up down remotely and draw on a tablet or smartphone with a rubber pen instead of an ink pen and paper?

You control how far up the pen is by simply securing it higher in the holder. Use the software that comes with it to make sure you are within the bounds of whatever you're drawing on. The robot doesn't care what kind of pen it's holding, it drawing whatever you tell it to using whatever you put in it, on top of whatever you put under it. That being said, it may bound your tablet or smartphone around a bit since the motors can be a bit energetic.
