what are the dimensions of this crock?

About 6" tall, with an opening that's 14 inches around. It is slightly wider at the base, around 14.5", but the mouth is narrower (14"). As the other reviewer said, its about 4.5" if you're looking down at it from a birds' eye view.

Is the bottom smooth or will it scratch the countertop?

It's smooth. I've used it for about 6 months on a granite countertop & there are no scratches on it. This is my 2nd Le Creuset crock & I just love it. I also have the salt/pepper shaker & butter dish.
