Can you use the pigments directly on cured silicone, such as a mask, or does it have to be mixed with the silicone pant base?

Hi, since Silc pig is a pigment without self drying properties, it must be used with a paint base to work properly

Yes and they're very pigmented so a little goes a long way.

is this for platinum silicone?

Yes. Any clear silicone will work. The most popular is dragon skin.

Can this be used to create tie dye effect?

In what context are you making the tie-dye affect? With what other materials are you mixing the pigments? The pigments are very potent in terms of concentration, when mixed with products like DragonSkin from Smooth-On for example, less than 1ml can create a lush color in the material.
