Specifications state minimum current is 1 amp. Does this mean the switch fail if the load current is .1 amp? I've never seen this before.

This switch is with 30A 12VDC rating, So of course it can be used with 1A, Even 0.1A is also ok.

Need to use this for 2 - 100 watt off road lights. Do i need a relay also?

Don't need relay, this switch can be used well under 100 watt.
