Are these soft closing?

I do not think so. If you open the door it will stay open. When you close it, you have to move it down manually. It does not just 'drop and slam'.

What is the rod size overall

Each arm is about 14cm long. Took a bit of checking and rechecking to fathom how to fit it but having done so it’s working well on a door panel 60cm wide and 35cm height.

Are fitting instructions available, other than the little pictures on the packets?

No but the packet instructions were very clear, if a little small to read.
