Yes! The tilt plate can tilt either direction depending on which way you'd like to run the water and is easily switched back and forth.

Is the wringer hard to turn when wringing a chamois?

It's really easy to turn with small items like chamois. It also depends on how tight you adjust the rollers to be.

The handle on the unit appears far too long. Does this create a tendency for the unit to tip over on the handle side when wringing?

The wringer is very heavy duty and weighs a lot and easily tips over if it's not clamped on to a sturdy surface. But I don't know why anyone would ever use it when it's not clamped to something.. It's extremely sturdy and solid when clamped on to something properly.
