Will reciever fit under bumper plastic that is not cut out for hitch?

Yes, I used it on my 13 Durango and now on my 15 Grand Cherokee. You just remove the 4 factory bolts and bolt it back in the same holes. The receiver will land just under the bumper cover. No cutting, no interference.

What’s the width between the screw holes?

Not sure however they match up with the factory holes in the bumper frame once the cover is pryed back

What size torque wrench do I need?

I dont recall the size of bolts/hardware that came with it. I do remember that i used my 1/2 drive torque wrench to tighten them to the correct specification.
