Mine came with 2 smaller white colored clips along withthe chrome colored clips. Where do you use the white ones?

I know this is a late answer: those clips go right back where the OEMs were -- bottom of the rear guards.

No drilling just clips Remove originals by pulling off with force than install new That easy

what is measurement of the front splash guard

The splash guards are the exact measurements of the original equipment ones. The exception to that is that they flare out about an extra inch further than the original ones past the fenders. I have been very happy with them and they do a great job!
