Would this work for a 65 lb greyhound?

There are different sizes. Mine fits a 15 lb terrier and there is room to make it bigger. So the bigger size should work for other dogs

I see a lot of reviews with photo's of torn harnesses. Has the material quality changed to fix this issue?

No. the harness doesn’t last. they will replace if you mail back to them and then pay an additional $12.95. not worth the effort. it usually gets torn at the same spots and my dog doesn’t chew.
