is the handle included as stated?

The handle is not included. It is a "replacement" for the one that broke....or will break. This is NOT/NOT for use doing any heavy lifting. I have broken two forks in the past 6 months picking up manure in pastures. I have learned my lessong. No more "dura" forks for me.

Can you use this for goat poop?

I use it for horse poop and fill it full so it seems it would be fine for goat poop.

Will this work dog poop?

Probably too large for dog poop unless you have a dog the size of a horse. The Arm and Hammer swivel pooper scooper will work better.
