Yes, this is intended to be installed during new construction or resurfacing so it can be embedded into your pool plaster.

Can these be isedw in above ground pools?

I would guess they could be used anywhere they can be inlaid with mortar, plaster or cement. Ours is in the bottom of our ground pool.

Can this be applied to a fiberglass pool?

The turtle come in till pieces. They are intended to be plastered in a Gunite and plaster pool.
