Should i buy a liquid cooler for it?

I have the Intel i9 7980xe cpu and it does well with the Noctua NH-15 air cooler with moderate overclocking. The i9 7960x should do well with this Air cooler.

Is this compatiable with Windows 8.1 or does it require Windows 10?

no windows 7 and 8.1 will not run properly on any x299 platform. there have been numerous reports of people running windows 7 and 8.1 but having issues such as updates and various others. the only windows version that will run properly on the x299 platform is windows 10. microsoft told intel to make ALL kabylake and skylake -x processors incompatable with all windows versions prior to windows 10.

is this a skylake chip

While Technically yes, the actual answer is no, because they rebranded all the skylake processors int the X-series of processors. But if you're wanting to know if this is part of the family formally known as Skylake.. Yes it is.

Potenza ad un costo contenuto.

Questo processore, anche se non rappresenta il top di gamma della nuova serie di cpu prodotte da Intel rappresenta una ottima scelta per un pc da gaming. Personalmente, l'ho affiancato ad una scheda madre Asus ROG Artic X299-E ed uno sli di 1080Ti. Inoltre, usando un sistema di raffreddamento cooler master "MasterAir Maker 8", ho overclockkato il sistema di un 34% senza compromettere la stabilità del sistema.

Work horse, reliable and powerful.

I bought the i7-7800x, I overclocked it to 4.9Ghz using a 360mm water cooler and I'm using it for CFD simulations using small meshes, where parallelisation does not benefit much from 4-6 cores. The poor chip has been running full load 24/7 since I bought it (about a month ago) and its still going strong. Thoroughly impressed.
