Is that normal ? Thanks** A: Generally, this battery technology requires batteries to be stored with an amount of charge in them. I forget the levels but it's something like between 95% & 60% of full charge. This is to prolong battery life. Duch batteries should not be discharged to less than about 2v. The inbuilt protection circuit is designed to prevent this. In my opinion therefore, it is not normal or acceptable to receive a discharged battery upon purchase. However, you don't say how you have determined that the nattery you received is discharged. I would make sure you are making that determination correctly and any equipment or method you used to determine the battery health has not caused a problem. These are high quality batteries generally. It would be very unusual for a bad battery to be shipped. **Q: What battery charger should be used with this battery?** A: LiPo batteries require a charger designed to provide the special requirements of LiPo batteries, these are single cell batteries nominally 3.7V, and most LiPo chargers are designed for the Radio Controlled market which tend to use 2cell (7.4V) or larger batteries which are made up of multiple single cell batteries. Unless you are technically savvy you are better off with a different battery technology. The main concern with Lithium battery power is safety. This battery has battery protection built in. I can use it with cheap chargers and with cheap and poorly specified Bluetooth modules and class D amps with confidence that abuse cannot be catastrophic. It also has a handsom capacity. My diy Bluetooth amp lasts ages using it 3.7Ahrs! I must add a further caution for users after having read other comments. Li batteries are dangerous when charged incorrectly particularly when overcharged. This one has a protection circuit built-in. However, I would say that it should not be charged directly from the likes of phone or other plugin usb power supplies. Use one of the many cheap charger boards available that will automatically reduce the charge current near full charge and shut off charging when the voltage reaches 4.2v. the battery will also last longer and be safer if the charge current is limited to 1/3rd of capacity or less. No more that about 1A to 1.2A. This increases charge time but is safer and less fatiguing on batter life. Some usb supplies only limit at 2A or even 3A and have no shut down.
