It took multiple attempts but I managed to slowly cut through this material clearly designed for the larger pairs. I therefore think that with a bit of effort, they can cut through pad locks. Was going to buy the larger set but realised these will do the job with a bit of elbow grease. Just look at the jaws of mine. Not even dented the slightest. I am well impressed.
