What is the cleanup method? Soap and water, mineral spirits, enamel thinner?

You can remove or modify with just water. A q-tip, paper towel, or brush will do the trick!

Can this be used on plastic?

Yes I have used it on plastic, it works better on a painted surface though

How much will this cover?

It's difficult to say as the paint can be used in so many different ways. Applied heavily for darker rust, thinned with water to flow into details and brighter rust, for steaking and picking out detail, or full coverage. Applied moderarely to a flat surface with no thinning this 25ml can cover approximately 3 to 4 square feet.
