What cut settings for Cameo 4?

It's HTV so I'm guessing it's the same cut settings as any heat transfer vinyl. Your Cameo should have a cut setting for it.

Can you iron onto any color shirts ?

Yes, any color. The fabric doesn't matter as long as you set the temp on your heat press or iron correctly for that type of material you're using.
