Can a cold wax medium be used as a blender and extender with these?

Yes they can be used together in any way that you can imagine.

Can these be used on fabric that will be washed?

No, these are not like the Shiva and should not be used in that manner.

Are there other tools needed to use these pigment sticks? My mother mentioned them as a gift idea and I want to be sure I get everything she needs.

I use them with my fingers, so disposable gloves are good to have. Ampersand is a brand of prepared boards that are ready to accept oil paints. I have some inexpensive canvas paper that I am playing with, but I think I'll spring for some Ampersand or Arches oil paper. Be sure to buy a 'blender' stick also, same manufacturer, but its without pigment, and used for blending, smoothing and building up areas. Have fun!
