Whats the difference in this vs the aveeno baby eczema therapy version?

This one is 100% colloidal oatmeal, the baby one has some other additives like mineral oil. This one is a lot more cost effective, but the baby one doesn't clump up like this one. This one kind of requires you to knead and dissolve the clumps inside a nut milk bag or a wash cloth, whereas the baby one you can just dump into the baby tub and swish a bit before it's ready for the baby to bathe in.

How often should you use this product?

It's hard to say since people use it for different conditions. I have psoriasis and my dermatologist recommended using it. I used it a couple times a week. It was helpful.

can i rub it using wet towel instead of soaking in it?

I would mix a small amount of it in a basin of water in order to use it for a sponge bath. It's intended to be dispersed in a bathtub full of water. I have used small amounts in a foot bath with great success.
