Unfortunately, plastic hold downs are easy to break I use them on blinds where I don't ever raise or lower them, which is their main purpose. Even then, when the blinds are cleaned or someone brushes against the blinds, the tie downs can break. Cutelec Hold Down Brackets have been my go to replacement parts. I only need to replace a bracket every year or two, but it is nice to have a product that replaces the broken ones.
